Washington , March 2, 1911 .

Mr. Secretary: I have just received a telegram from the minister of state instructing me to ask of your excellency the provisional detention of Tómas Loscesta and Lazareto Calvo who are to arrive in New York aboard the steamship Bretagne.

Proposing to forward to your excellency as soon as they come to hand the papers referring to the offense on which the requisition of His Majesty’s Government is based, I beg your excellency to be so good as to issue as soon as possible the requisite orders for the provisional detention of the said persons on their arrival in New York.
