So soon as the Constituent Assembly, which meets on the 19th instant, shall have expressed the voice of the people and settled upon the form of government to be adopted by Portugal, you are instructed to inform the minister for foreign affairs of its official recognition by the Government of the United States of America, You will be prepared to do this if possible the same day that the Constituent Assembly takes definite and final action.
