President Roosevelt to the President of Mexico.

I have had great pleasure in learning, through the representatives of your Government, of your efforts in behalf of peace in Central America. Having also recognized the provisional government of Honduras, I am now in a position to address to each of the five Central American executives an earnest appeal for peace and a tender of friendly offices coincidently with you. To this end I am prepared to send a personal message in the following sense, if you deem it appropriate and are disposed to take similar action.a
