Mr Dear Mr. Secretary: I am much obliged to you for your letter of January 20 inclosing a copy of a letter which had been addressed to you by Mr. Gardner, the Representative of Gloucester in the House, which indicates the kindly feeling happily existing between the American fishermen and the Newfoundland officials.
