(Mr. White reports that he has just had an interview with the British minister for foreign affairs, who inquired whether Mr. White thought Government of the United States would object to Mr. Bowen’s designation to effect immediate settlement. Mr. White replied in the negative, stating that he felt sure if such had been the case he would have been instructed to that effect. Mr. White’s reply appeared to afford satisfaction to Lord Lansdowne, who hopes to be able at an early date to make a formal answer to Mr. White’s communication of January 1.)
