Referring evidence submitted instruction seven eight, May 28, Hernsheim tobacco case, you may tell Spanish Government that certificate from Manufacturers Union of Havana, showing conclusively tobacco purchased prior to May 16, 1896, has been filed here. Certified copies sent you 11th instant. Do what is possible to secure immediate release of tobacco by cable to Havana, and telegraph briefly result.
