Sir: Anticipating the instructions of my Government, I desire to express to you the deep regret felt in Honolulu, both by the Government and the community, at the untimely decease of the Hon. Albert Willis, the distinguished envoy extraordinary and minister plenipotentiary of the United States at Honolulu.

This sad event has cast a gloom upon the country where he has so long resided, and where his sincerity of character and earnestness of purpose have commanded universal respect.

I beg that you will convey to the President an expression of the sincere condolence of my Government upon this bereavement.
