Sir: Referring to the Department’s instruction No. 4, of the 22d instant, relative to the intimation received by this Government from the British ambassador at this capital to the effect that Her Majesty would be pleased to have the United States take part in the naval review which is to be held as part of the festivities to commemorate the sixtieth year of her reign, I inclose herewith for your information and for informal communication to the foreign office a copy of a letter1 from the Acting Secretary of the Navy stating that a United States naval vessel will be sent to take part in the ceremonies in question.
