Sir: Referring to your dispatch No. 122, of the 23d ultimo, you seem to be under a misapprehension as to the date of the naturalization of Bernard Campbell. Mr. Campbell was naturalized in 1876, many years prior to the date on which his claim arose. His naturalization certificate is on file in this Department.

I desire further to say that the failure to make earlier presentation of the claim was not due to any fault of Mr. Campbell. The reasons for the delay are satisfactory to this Department.

You have never been authorized to cooperate in the appointment of a claims commission, and the protocol referred to by you must be submitted to this Department before any action is taken under it.
