Sir: Referring to Department’s No. 82, of the 7th instant, and previous instructions in regard to the case of Bernard Campbell against Haiti, I inclose affidavits of John J. Man ton, John Kelly, and George Nagle, transmitted in Mr. Campbell’s letter of the 25th instant, the statements of which corroborate those made in Mr. Campbell’s memorial and the other affidavits forwarded with it.
