Mr. Thompson reports that the commanders of foreign vessels have asked the insurgents to cease tiring while they search the harbor for floating torpedoes, and ask whether he may, jointly with his colleagues of the diplomatic corps, present that request of the commanders in view of obtaining that the forts do likewise.
