Sir: I have the honor to advise your excellency that I am in receipt of a note of instruction from the Hon. T. F. Bayard, Secretary of State, in reference to the Cutting contention, and, as I am authorized by the terms of the instruction to do, I take great pleasure in furnishing you a copy* in extenso, that your excellency may be authentically advised of the views of the Department of State of my Government in reference to the pending contention.
