Sir: I inclose for your information copies* of correspondence between the Mexican minister here and this Department on the subject of a quarantine of ninety days imposed by the governor of Arizona [Page 1095] on Mexican cattle, in which the minister alludes to the resolution of the Senate of the 5th May, 1886; referring you in this connection to the instructions of this Department, Nos. 193, 196, and 200, of 28th, 29th May and 14th of June, 1886, and other correspondence on the subject on the files of your legation. I shall be glad to have any facts of value from you which may serve to throw any light on the quarantine difficulty.
