Sir: I have received your dispatch No. 4, of the 4th instant, touching the protest of American citizens against the payment of taxes upon their property, in anticipation of a forced loan by the Government of Turkey, and to inform you that, in this matter, you may act in concert with the representatives of the other powers at Constantinople, as proposed in your dispatch.
