Mr. Blaine to Señor de Zamacona.

Sir: I have the honor to acknowledge the receipt of your note of the 6th ultimo, relative to the complaint of the Mexican Government regarding cattle-stealing from Mexico by bands of thieves domiciled in Texas, and to inform you that this Department will do all that lies within its power towards checking these thefts.

To that end I have addressed both the Secretary of the Interior and the governor of the State of Texas in the matter, furnishing them with copies of your note, and requesting that such measures as may lie within their respective jurisdictions may be promptly and energetically adopted to correct and prevent any abuses which may be found to exist.
