The President of the United States to the President of Mexico.

Washington, March 5, 1881.

The President of the United States sends to the President of the Republic of Mexico the cordial congratulations of the government and people of this country upon the successful completion, by submarine cable, of connections between the telegraph systems of the two countries.

It must be a great satisfaction to your distinguished predecessor as well as yourself to see so beneficent a fruit from the wise policy of your successive administration.
