Sir: I have the honor to acknowledge the receipt of your note of the 7th ultimo, inviting the attention of this government to the injury which it is alleged English stock-owners have recently sustained from the introduction of foot and mouth disease through the agency of diseased [Page 586] animals said to have been imported from the United States and from certain other countries, and suggesting the adoption of strict measures of sanitary police, and a more effective system of inspection at ports of embarkation, with a view of preventing the exportation of diseased animals,
I beg to inform you that the subject of your note shall receive the careful consideration of this government.
