[40] *Sir: Mr. Roberts, the minister of Spain, late in the business hours, yesterday, orally represented to this Department that he had [Page 778] information to the effect that the steamer Quaker City was being fitted out and armed at New York for the purpose of cruising against Spanish commerce under a letter of marque. I at once telegraphed to General Barlow, the marshal, to inquire into the matter, with a view to further proceedings. It is, however, suggested that you give him such further official instructions as you may deem advisable.
