[40] *Sir: Mr. Roberts, the minister of Spain, late in the business hours, yesterday, orally represented to this Department that he had information to the effect that the steamer Quaker City was being fitted out and armed at New York for the purpose of cruising against Spanish commerce under a letter of marque. I at once telegraphed to General Barlow, the marshal, to inquire into the matter, with a view to further proceedings. It is, however, suggested that you give him such further official instructions as you may deem advisable.
