[23] Sir: I desire to ask your immediate attention to an article in the New York Commercial Advertiser of November 10th instant, relative to rumors of a projected expedition against Cuba, with some supposed object of annexation of that *island to the United States.
Such expeditions are in violation of our neutrality laws, and I beg that you will give the subject immediate attention, and report to me the result of your inquiries during my expected visit to the city of New York.
