[12] Sir: In a note of this day, Mr. Tassara, the Spanish minister, says that he has information that a vessel named the Panoa, or Pocus, will start from New London to-night or to-morrow as a privateer against Spain. Pursuant to his request, I will consequently thank you to telegraph to the collector of customs at that place *to detain the vessel for examination, if in his judgment there should be sufficient cause therefor.
