Sir: There is reason to believe that General Toledo, late commander of the revolutionists in the Spanish province of Texas, and General Humbert, a Frenchman, *act in concert and are engaged with Doctor Robinson. It is my wish, therefore, that the instructions in relation to him, communicated in my letter to you of the 14th instant, may be extended to them. [10]
