[652] Sir: The commander of the garrison at the fort has been instructed by the War Department to advise and *co-operate with you in regard to the best means of arresting the progress of all persons within your district engaged in the expedition against Cuba. The President’s proclamation and the act of 20th April, 1818, contain all the instructions which it is necessary for me to give you.
