Sir: I have the honor to transmit to you a copy of a letter from Mr. Onis, from which it would appear that he had received information *that some Frenchmen at New Orleans had it in view to arm and equip at that place a vessel, for the purpose “of surprising the port of Baracoa, in the island of Cuba, plundering its inhabitants, and laying waste the town.” [4]

Such an equipment in the port of New Orleans would be highly improper, and the President does not doubt that you will take effectual measures to prevent it, if, on inquiry, you find there is any foundation for the report which has reached Mr. Onis.
