Sir: I have the honor to acknowledge the receipt of your note of the 29th ultimo, submitting, in compliance with instructions from Count Bismarck, a copy and translation of a memorial in regard to the consequences which are anticipated in the event of continued resistance of the siege of Paris, and disclaiming, on behalf of the belligerent German governments, responsibility therefor.
