Mr. Fish to Baron Gerolt

Sir: I have the honor to acknowledge the receipt of your note of the 29th ultimo, submitting, in compliance with instructions from Count Bismarck, a copy and translation of a memorial in regard to the consequences which are anticipated in the event of continued resistance of [Page 233] the siege of Paris, and disclaiming, on behalf of the belligerent German governments, responsibility therefor.
