Sir: I recur once more to your dispatch No. 142. It gives me pleasure to approve of the proceedings taken by the United States consul at Teneriffe in anticipating of possible hindrances to United States whaling vessels, under quarantiue regulations at the Canary islands, and I give you the thanks of this department for your promptness in discreetly bringing that important subject to the notice of the Spanish minister.
