Sir: I recur to your dispatch No. 142. It is pleasant to be assured that the Spanish government will give attention to our representations [Page 15] of the subject of severe and critical practices in the levying of fines in executing custom-house regulations in Cuba.
At the present moment there is an intermission of those complaints. It is very desirable that no occasion may offer for a renewal of them.
