Sir: I herewith enclose a copy of my note to Mr. Blumhe, minister for foreign affairs, on transmitting him the President’s proclamation of the 10th of May, ultimo, in relation to the national ships of other powers. By reference to my despatch No. 193, you will see that that proclamation is not applicable to this government.
