Sir: I have to acknowledge the receipt of your despatches to No. 14, inclusive. Your interesting despatch (No. 16) of the 19th of May last has also been received. The suggestions therein contained, touching the disposition of the surplus remaining after satisfying the claims of American citizens against China, . will he made known to Congress at the commencement of the next session.
