Mr. Seward to Mr. Stuart.
Sir: In a letter to this department of the 29th ultimo General Shepley, the military governor of Louisiana, represents that he is doing everything in his power towards increasing the exports of cotton from New Orleans. He adds [Page 288] that there are now no restrictions of any kind on the part of the military or civil authorities of the United States which impede the receipts of cotton at, or its shipment from, that port. The obstacles interposed are entirely those of the insurgents, and these he would use all proper and loyal means to overcome.
