Sir: Complaints having been made through Mr. Stuart, her Britannic Majesty’s charge d’affaires here, of the exaction of bonds on merchandise exported from New York for Nassau, explanations upon the subject have been requested of the Secretary of the Treasury.
A copy of a letter of the 9th instant, from Mr. Harney to Mr. Chase, is herewith enclosed, which contains those explanations. You may, if you deem it necessary or proper, communicate a transcript of the same to Earl Russell.
