Purpose
To seek your approval of a proposed National Security Directive providing revised U.S. positions on several START and CFE issues.

I reviewed the major issues that remain in START and CFE with Jim Baker, Dick Cheney, and Colin Powell prior to Jim’s meetings with Shevardnadze in New York. The proposed NSD at Tab A reflects the results of the New York meetings and our agreement on how best to proceed on the remaining START issues in a way that will protect U.S. national security interests while making every effort to complete both treaties this year.
RECOMMENDATION
That you sign the proposed National Security Directive at Tab A.2
