  • Proposed National Security Directive (NSD) on START

Purpose

To seek your approval of a proposed National Security Directive providing U.S. positions on several START issues.

Background

I have reviewed the major issues that remain in START with Jim Baker, Dick Cheney, and Colin Powell. They concur in the proposed NSD (attached at Tab A) that defines the U.S. positions Jim should be prepared to take at the Moscow ministerial in an effort to reach closure with the Soviets on the basic START agreement by the Summit.

RECOMMENDATION

That you sign the proposed NSD at Tab A.2
