As State and Commerce were unable to agree upon mutually satisfactory language to define our policy on Technology Transfer in the NSDD on Eastern Europe, I recommend that the original text at Tab A be used.2

State, Defense and Norman Bailey concur with this decision.3


That you forward the memorandum at Tab I to the President with the text of the NSDD.4
