The President has read of the reaction in Jamaica to Prime Minister Manley’s anti-U.S. speech before the Non-Aligned Summit,2 including opposition leader Seaga’s statement that the populace anticipates a cutoff of U.S. aid and would blame Manley for this rather than the U.S. (C)
In response, the President drew an arrow to Seaga’s comment about a cutoff of U.S. aid and wrote, “we should react—why have we waited?” (C)
