You asked recently whether we had any propaganda capacity to spread the image of Cuban arrogance and general difficulty they are encountering in Angola.

Admiral Turner has reported that the Intelligence Community does have some capability in this area,2 [2 lines not declassified]. State’s response suggested some limited possibilities but noted that US involvement in spreading the message could be counterproductive.

I believe it would be best to coordinate this issue through the mechanism of the Special Activities Working Group of the SCC, and we will put this on the agenda of its next scheduled meeting. We will forward recommendations for your approval shortly thereafter.3
