Angola:

The Clark amendment2 effectively prohibits covert action of any nature with respect to Angola, including the sale of equipment to France for transfer to Angola. Based on Admiral Turner’s consultations on the Hill, all agreed that this would not be the time to try for repeal of the amendment. It was decided to leave the issue alone for now and simply tell the French that we are unable to respond. Defense pointed out that the sale of Redeye, which the French had requested, would have problems of transferability, quite apart from the Clark amendment.
