82. Notes of Telephone Conversation Between the President’s Assistant for National Security Affairs (Kissinger) and the Director of the Arms Control and Disarmament Agency (Smith)1 2

Smith wanted to know if there had been any changes in our course of action in light of Sec. Rogers’ testimony yesterday. HAK said not from this end of town.

HAK wanted to know how things were going in Geneva. Smith said fine and that if we wanted the Seabed Treaty we could probably get one. He said a draft treaty had been drawn and would be in HAK’s hands soon. HAK said he thought it should go before the NSC. Smith agreed. HAK wanted to know Smith’s personal recommendation. S said he thought we should. The Soviets want to move in this direction too.

HAK said he wanted to go over Butch Fisher’s paper and would call Smith back after reviewing it.
