The President has reviewed the recommendations in the study requested by NSSM 55,2 as reported by the Review Group,3 and has approved them as policy guidelines for the next several weeks.
Please take the necessary steps to ensure that all concerned, in Washington as well as in the field, act in conformity with these guidelines.
