- In event Wang takes harsh line hypothesized in para 29 of reftel, you are authorized, in addition to guidance provided paras 30 and 31 to make following statement:

- “In view of seriousness of accusation and actions contemplated by your side, Mr. Ambassador, and the threat which these pose to the continuation of our talks here, talks which regardless of the differences and sharp controversy which has frequently marked them have been of value in enabling our two Governments to communicate with each other, I request that you convey to your Government the following proposal. Our two sides should agree to a meeting at a higher level through special representatives to review the results and basis of these meetings in the overall context of the relations between our two countries. In the event your side agrees to such a meeting, I would propose that the time and place of meeting should be determined in further meetings between us.”

- You should inform Wang you intend make comment to press on his position on continuation of talks following current meeting and that you will at that time inform press of our proposal.
