127. Editorial Note

On April 2, 1964, President Johnson met with the National Security Council at its 525th meeting at noon to discuss U.S. policy towards a number of countries and issues. The meeting began with a briefing by Director of Central Intelligence McCone. President Johnson then asked Secretary Rusk if he had any matters he wanted to add. According to a summary record, prepared by Bromley Smith on April 2, Rusk made the following points on Cambodia:

CambodiaSihanouk has made a turn-around, and, therefore, the critical situation in Cambodia is improved. Developments will slow down because Sihanouk is taking a vacation and visiting France. Ambassador Bohlen is seeing De Gaulle today in an effort to persuade the General to issue a statement clarifying French policy in Southeast Asia. The hope is that De Gaulle would issue a statement that his support of neutralization applies in the future and the immediate present.”
