The first, from Francis Bator to Jake Jacobson, has the following handwritten notation: “Recd Ranch 11–30–65 4:00 p.” The note reads: “We need Presidential approval on this by Wednesday [December 1] noon at the latest, if we are to go ahead Thursday [December 2] 9 a.m. (the only time Fowler, Connor, etc. can make it). Will you call me as soon as you have an answer? Many thanks.” A handwritten circle appears around the words: “Wednesday noon.” The second, from President Johnson, November 30, 8:55 p.m., reads: “What I would do is to have Bill Moyers preside at the press conference—call it at the White House. I would probably try to do it early Thursday [December 2] morning, so it won’t conflict with what we are doing down here that afternoon.”

87. Department of the Treasury Memorandum

The source text bears no drafting information, but when Fowler later forwarded the memorandum to the President, he identified the memorandum as a Department of the Treasury paper (see Document 90). Sent under cover of an April 26 letter from Acting Secretary of the Treasury Barr to Under Secretary of State Ball. In this cover letter, Barr wrote in part: “At the President’s request, I am recirculating the attached memorandum entitled ‘Tax on Tourist Travel’; so that you may give it further careful consideration. Would you please prepare any comments you may have in time for a meeting Secretary Fowler will convene on the subject next week.”

The memorandum was sent under cover of an April 18 memorandum from Assistant Secretary of the Treasury Trued to the Cabinet Committee on Balance of Payments. Trued informed the Committee members: “Secretary Fowler has asked me to send you the attached material which will form the basis for discussion at tomorrow’s Principals only meeting of the Cabinet Committee on Balance of Payments. The meeting will take place at 10:30 a.m. in the Secretary’s conference room.” Minutes of this meeting have not been found, but see Document 90. Copies of this memorandum were sent to Vice President Humphrey and Chairman Martin of the Federal Reserve System.
