434. Editorial Note

On December 3, the Executive Committee met at 9:30 a.m. to review a checklist of questions for the final session with the President. At this meeting, Taylor was told that his weekly reports were valuable and should be continued, that he was to report on the activities of the minority groups in Saigon, and that he should note any success in aligning them with the government. Following the meeting, the Executive Committee met with the President at 12:30, where Taylor’s instructions (Document 435) and the position paper (Document 433) were approved. Taylor noted that the President again stressed the importance of third country aid. (National Defense University, Taylor Papers, T–272–69) Taylor then met for an hour with members of the Senate Foreign Relations Committee before discussing Vietnam for 45 minutes with representatives of the House Foreign Affairs Committee.
