Discussed the recommendation of the Secretary of State that the U.S. proceed with the project as summarized in a paper entitled, “The Volta River Project,” dated December 5, 1961.1

Noted that the President would defer his decision pending a report to be prepared by the Department of State and the Attorney General on legal aspects of the project.
