223. National Security Action Memorandum No. 2090
MEMORANDUM FOR
- The Secretary of State
- The Secretary of Defense
- The Administrator, AID
SUBJECT
- Actions on South Asia
I generally approve the courses of action proposed by the NSC Subcommittee on South Asia in their memorandum to me of 6 December.1
In particular I approve a military aid program for the present emergency phase of up to $60 million, on the assumption that the UK and Commonwealth will provide a like amount. If they prove unwilling to do so, I will reconsider whether to continue with our program in any case.
[Page 430]I would like the subcommittee to submit as soon as feasible its recommendations on the proposed air defense package, a plan of action to encourage a Kashmir settlement, and its preliminary thinking on assistance to India during the intermediate build-up phase.
