Galbraith transmitted the text of this letter to Washington in telegram 2303 from New Delhi, December 9. At the request of the Indian Foreign Ministry, he brought the letter with him when he returned to Washington on December 10 for consultations and home leave, and gave it to Ambassador Nehru for delivery to President Kennedy.
