2243. Deptel 2541.1 Desai called me in 3 p.m. today and handed me copy Nehru’s reply to President dated January 27. Letter three pages long and contains fourteen paragraphs. In order provide Department soonest with substance of reply, quoted below in full are first two paragraphs and also paragraphs 9 through 14. Paragraphs 3 through 8 are largely historical recital and will be sent in separate telegram.2
