SUBJECT

  • Phase II, Operation Mongoose

Pursuant to our telephone conversation this afternoon, it would seem worthwhile to get the consensus of the Groupʼs views as to the type [Page 1038] and timing of the actions in Phase II. The reaction of the Group to any or all of this can be worked on quickly by the operations team, in terms of additions or deletions.

In my opinion, the following numbered activities1 may pose possible policy questions: 20 (balloons), 23 (Swan Is.), 27 (sabotage), [less than 1 line of source text not declassified] 40 (COMINT), 48-49-50 (Cuban exiles, Carib. nations), 54 (post-Castro).
