71. Editorial Note
On February 19, 1962, Secretary of Defense McNamara, Admiral Felt, Ambassador Nolting, General Harkins, Assistant Secretary of State Harriman, and numerous other officials met at CINCPAC Headquarters in Honolulu for the third Secretary of Defenseʼs Conference.
