The first Conference of Independent African States met at Accra, April 15–22. The text of a message of April 14 from Secretary of State Dulles to Prime Minister Kwame Nkrumah, extending best wishes for the conference, and the text of the joint declaration issued at Accra on April 22 are printed in American Foreign Policy: Current Documents, 1958, pages 1074–1075.
