In an exchange of notes on October 31, 1960, between Joseph S. Farland, the American Ambassador in Panama, and Galileo Solís, the Panamanian Minister of Foreign Relations, the United States Government and the Republic of Panama concluded an agreement that entered into force on October 31, 1960, whereby the Canal Zone Government and the Republic of Panama established procedures for the reciprocal recognition of motor vehicle operator’s licenses.
